In his address to the media on Thursday, following Hearts of Oak's 14th-place finish in the 2023-2024 Ghana Premier League, Ouattara emphasized that recruitment decisions are not influenced by these individuals.

"Alhaji Akambi and Honourable Odotei are not involved in recruitment. We follow a specific policy for player acquisition," he stated.

Ouattara explained his process: "It’s my target (a player I like), I scout him, I do my research, I look at the player in the Premier League about three, four, five times if he repeats the same attitude, the same qualities, I discuss with the board.

He further detailed his procedure, saying, “We (me and the player) meet, I tell him my game plan, the reason why I need him to play the role he is coming to play. If you accept, I am finished with the technical side with him then I go and meet the MD then I am done," he added.

In efforts to strengthen their squad for the 2024/25 season, Hearts of Oak have announced the signing of goalkeeper Benjamin Asare, Samuel Amofa, and former Nations FC players Asamoah Boateng Afriyie and Michael Awuah Mensah.
